Naoto Kan, Former Japan Prime Minister, Says Country Was Unprepared For Nuclear Crisis
TOKYO -- Japan was woefully unprepared for last year's nuclear disaster, the country's former prime minister said Friday, and suggested that the crippled Fukushima plant should not have been built so close to the ocean on a tsunami-prone coast.
In an exclusive interview with The Associated Press, Naoto Kan acknowledged flaws in authorities' handling of the crisis, triggered by the March 11 earthquake and tsunami, including poor communication and coordination between nuclear regulators, utility officials and the government Kan headed at the time.
But he said the disaster ? the worst nuclear accident since Chernobyl in 1986 ? laid bare a host of an even bigger man-made vulnerabilities in Japan's nuclear industry, from inadequate safety guidelines to crisis management, all of which he said need to be overhauled.
"Before 3/11, we were totally unprepared," he said. "Not only the hardware, but our system and the organization were not prepared. That's the biggest problem."
Kan said the disaster made clear to him that Japan needs to dramatically reduce its dependence on nuclear power, which supplied 30 percent of its electricity before the crisis, and has turned him into a believer in renewable energy.
He also acknowedged that information disclosure was sometimes slow and at times wrong, particularly in the days immediately after the crisis erupted. He blamed a lack of reliable data at the time and said the government never hid any information from the public.
Kan said the very location of the Fukushima Dai-ichi plant was problematic.
It was built close to the shore and about 33 feet (10 meters) above a coastline that has experienced numerous tsunamis over the centuries, including three within the last 120 years, all of them smaller than the one on March 11. That height was a level regulators and the utility operator, Tokyo Electric Power Co., thought was safe.
But the tsunami that hit on March 11 was about 46 feet (14 meters) tall, and it knocked out the plant's power as well as emergency generators, located in the basement of the reactor buildings, sending three active reactors into meltdowns.
"If they had thought about it, they wouldn't have intentionally built it at a place so low," said Kan. "The plant was built by people who never imagined the risk of a major tsunami, and that's the very beginning of the problem."
"We should have taken more adequate safety steps, and we failed to do so," he added. "It was a big mistake and I must admit that (the accident) was due to human error."
Since the crisis, Japan has decided to lower its reliance on nuclear power, reversing its plans to boost it to 50 percent by 2030. Most of its 54 reactors are currently off-line, undergoing special tests or shut down indefinitely.
The accident displaced about 100,000 people who lived near the plant and has raised fears of contamination in everything from fruit and vegetables to fish and water. In December, the government declared the plant was stable, although it estimates that it will take about 40 years to completely decommission the plant.

SARAJEVO, Bosnia-Herzegovina ? Angelina Jolie said Tuesday she hopes her directorial debut, "In the Land of Blood and Honey," can serve as a "wake-up call" for the international community to pay more attention to atrocities and act in time to prevent them ? including in Syria.
Jolie arrived in Sarajevo with partner Brad Pitt to attend the premiere of her film, which already has been released in the U.S.
The film tells the fictional tale of a romance between a Bosnian Serb man and a Bosnian Muslim woman, and what happens when he becomes an army officer and she is held in a military prison camp where rape occurs.
Jolie said the movie was "heavy" but that she was happy with it because it shows what horrors can occur in the absence of a timely intervention.
"I am satisfied with what we made, I feel very strongly about it and I believe that its core issue ? which is the need for intervention and need for the world to care about atrocities when they are happening ? is very, very timely and especially with things that are happening in Syria today," she said.
"I think it is very important that this film is out at this time and ... if this film points the finger at anybody it is the international community," she said.
But even before it was screened in Bosnia, the film divided the country along ethnic lines and touched off anger left over from the conflict.
Muslim Bosniaks expect "In the Land of Blood and Honey" to focus on their plight during the brutal 1992-1995 war. But the distributor in the Serb part of Bosnia said he won't show it there because it portrays Serbs as the villains and they wouldn't put up with that.
"There is simply no interest for this movie here, so I can't sell any tickets," Vladimir Ljevar told The Associated Press. "The fact that the Serbs are the bad guys in it is the reason why there is no interest. The film is lousy. I watched it. It has had bad reviews. It is unprofitable."
But Jolie rejected the claim that her film was anti-Serb.
"I understand that it's sensitive," she said. "But I also know that the Serbian people are intelligent and open-minded people. They will know the difference between what's been forced upon them and what they feel in their own hearts."
She said that "although it's difficult, I hope that they see intention behind it."
Jolie noted she worked on the plot with people from both sides of the conflict.
"We were trying to find humanity on all sides and yet we were addressing the horrors of something that we felt we must show in a horrific way," Jolie said. "That is not an easy balance to find in such a sensitive subject matter, so we did our best; that was very hard, the politics of this region are very complicated."
Thousands of women were raped during Bosnia's war, which also included the notorious Srebrenica massacre in July 1995 and the 44-month siege of the capital, Sarajevo. Most of the rape victims were Muslim Bosniak women, often the target of mass rape used as a weapon of terror.
Many of the victims were raped repeatedly. Some were brought back to their homes and dumped in front of their husbands. Other women were violated in their husbands' presence as part of a shock campaign.
Defying the unofficial censorship in the Serb part of the country, Ana Vidovic, a Bosnian Serb woman from Prijedor organized a private screening in her home Saturday after she got approval from Jolie.
She told local media she was annoyed by claims there is no interest in the movie among Bosnian Serbs. "I am the public and as far as I remember, nobody asked me," she said.
Jolie said Vidovic's gesture meant very much to her team, so she wrote her a letter and approved the screening.
"We will do that for anyone who wants to have a private screening. And we hope that we encourage the people to see it somehow," Jolie said.
A group of Muslim Bosniaks who now have returned to their homes in the Serb part of the country say they are interested in seeing Jolie's movie and plan to organize private screenings.
Jolie said she made this film because "I just felt that this subject was important and I was really moved by it."
She said she may direct again.
"If I can find something that means as much to me, I will try, but if this is the only thing I ever directed, I would be very happy."

Panetta defends military budget plan (AP)
WASHINGTON ? Defense Secretary Leon Panetta is defending his department's slimmed-down, $614 billion budget plan, telling senators that it's time to step up and show they are serious about reducing the deficit.
In testimony prepared for a Senate Armed Services Committee hearing Tuesday, Panetta is warning lawmakers that budget cuts will hit all 50 states. But he says the reductions have been carefully planned and there is little room for changes.
Panetta and Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, can expect to meet resistance from lawmakers who have expressed reservations about gutting defense and eroding the country's national security. The proposed defense budget for the year beginning Oct. 1 includes $525.4 billion in base spending and another $88.5 billion for the wars in Afghanistan and Iraq. The total is nearly $32 billion less than this year's budget.
"It was this Congress that mandated, on a bi-partisan basis, that we reduce the defense budget, and we need your partnership to do this in a manner that preserves the strongest military in the world," Panetta said in the written testimony, which was obtained by The Associated Press. "This will be a test of whether reducing the deficit is about talk or action."
Defense officials have laid out plans to find about $260 billion in savings over the next five years, including moves to slash the size of the Army and Marine Corps, cut back on shipbuilding, and delay the purchase of some fighter jets and other weapons systems.
The plan also slashes war spending. Money for Iraq and Afghanistan will drop from $115 billion this year to $88.5 billion, with less than $3 billion spent for security in Iraq. It also cuts in half the amount spent on training and equipping Afghanistan's security forces ? a key element to the U.S. effort to gradually withdraw forces and transfer security responsibility to the Afghans.
While military personnel still would get a 1.7 percent pay raise, retirees would get hit with a series of increases in health care fees, co-pays and deductibles. The impact would be greater on those who are under 65 and are likely to have another job, as well as on those who make more money.
Senators on Monday also complained that President Barack Obama and his defense team have made no plans to deal with an additional $492 billion in across-the-board military cuts that will occur in January 2013 if Congress doesn't act to avoid them.
Panetta said that since it is now apparent what the current cuts will do, he hopes that Congress will be convinced to avoid the additional 2013 reductions.
Dempsey, in his written testimony, said that even though there are fewer than 90,000 troops deployed in combat, compared with more than 200,000 just two years ago, the military must spend money to reset and restore itself. War-torn equipment must be replaced, weapons need to be modernized and troops need to be retrained, he said.
"We will have to do all of this in the context of a security environment that is different than the one we faced 10 years ago," Dempsey said. "We cannot simply return to the old way of doing things, and we cannot forget the lessons we have learned."
