St. Louis Community College votes not to extend Dorsey's contract

The St. Louis Community College board of trustees has voted not to extend Chancellor Myrtle Dorsey's contract, which ends in June 2014.

The motion to extend Dorsey's contract to 2015 failed on a vote of 3-3, the St. Louis Post-Dispatch reports.

The vote follows controversy over how the college handled an attack on a female student in a restroom on the college's Meramec campus in the spring. Former president of the Meramec campus, George Wasson, resigned following criticism about the incident.

Scouting Report: This is the first trip to state as a 4A school for sixth-seeded Xavier, which has made five appearances as in the 3A tournament, including a championship in 2006. The Saints got a walk-off, three-run home run from Mitch Keller in the 12th inning to win their substate final against Cedar Rapids Xavier. Keller threw the first eight innings of that game and surely will be the starting pitcher against East. The North Carolina commit has a 1.77 earned run average and 85 strikeouts in 63.1 innings. East has the 4A field?s top hitter in Dom Thompson-Williams, who has a .465 average. The Black Raiders have won seven games in a row coming in and hit .368 as a team.

The Newspaper Guild is accusing the Cleveland Plain Dealer of reneging on an agreement to keep union staffing in the newsroom at 110 members. The two sides had agreed months ago to lay-offs of about 50 newsroom employees as the paper shifts focus from print to a stronger on-line presence. But the union says the numbers were all based on the idea that some employees would be offered on-line jobs before the layoffs took effect. Instead, it?s layoffs first, then the offers. That means if some newsroom employees accept an offer to move to Cleveland.com, newsroom ranks will drop below 110.? Union members, including unit Chairman and reporter Harlan Spector, ?protested today outside the paper?s headquarters.?

"They expect everybody else to tell the truth who they cover. They expect politicians and public officials to tell the truth, but they can't even be honest with their own employees. Shame on them."

A statement from Plain Dealer President Terrance Egger says the paper has always negotiated with its unions in good faith and has honored all agreements, and will continue to do so.??

Starting Monday, the paper will cut home delivery of its print edition to four days a week.

Distraught relatives gathered at a makeshift morgue to visit the bodies of the Italian coach disaster today as witnesses revealed the full horror of the crash that has killed at least 39 men, women and children.

Around 50 Italian tourists were on board the bus last night when it lost control on a highway, smashed into a line of cars and careered through a guardrail before plunging 100ft into a ravine.

The victims were a close-knit group of friends and relatives and whole families had been wiped out, Italian media reported as police opened an investigation into multiple manslaughter.

One of the first firefighters to arrive described horrific scenes of children screaming and their desperate parents calling out to them in the dark amid a mass of crumpled metal and bodies.

Emilio Matarazzo said: 'I heard children weeping and crying out inside the carcass of the coach. That was what made my blood run cold.'? Another rescue worker was heard calling out: 'We need 40 coffins.'

One visitor to the morgue, set up at a nearby school, lost four members of his family, while another wept as he told how his sister and brother-in-law had died.

Mario Terracciano, who lost his mother Barbara, her father and his uncle and aunt, all from Pozzuoli, said: ?I heard that they came from Telese Terme, I knew right away that it was them.

'I had spoken to my mother only a few hours before. She had been worried about my lunch. My uncle and aunt were simple people who just wanted a few hours of serenity.?

Another man man called Mena, also from Pozzuoli, wept as he learnt that his sister and brother-in-law had been killed.

He said: ?I spoke to my sister for the last time at 8.30pm last night. She was happy, she was calm. Until the very last moment we hoped that she was still alive.?

Prime Minister Enrico Letta said: 'It's truly truly terrible. A very sad day, words are inadequate.'

Mr Letta, on a trip to Greece to meet the Greek Prime Minister, observed a minute's silence before starting his speech and has cancelled a private visit to the Acropolis.

The bus lost control near the town of Monteforte Irpino in Irpinia, a largely agricultural area about 40 miles (60 kilometers) inland from Naples and about 250 kilometers (160 miles) south of Rome.

According to Italy's Transport Minister, the death toll stood at 39, with ten people seriously wounded, including six children. In addition to these, there are 14 occupants of the six cars hit by the bus who suffered minor injuries.

It was not clear whether there was any mechanical damage to the vehicle's brakes or problems with its tyres or whether there was any fault on the part of the driver, who was killed in the crash.

Alessio Barbarulo, head of the local fire brigade division that coordinated the rescue effort, also questioned the effectiveness of the barriers alongside the motorway.

'You would think that the barriers on the viaducts and bridges should prevent this type of accident but evidently it seems the impact was so strong that even the barrier gave way,' he said.

A reporter for Naples daily Il Mattino, Giuseppe Crimaldi, told Sky TG24 TV from the scene that some witnesses told him the bus had been going at a 'normal' speed on the downhill stretch of the highway when it suddenly veered and started hitting cars.?

The organiser of the trip 'as always' was Luciano Caiazzo, a butcher from Pozzuoli near Naples, who did not survive the crash friends and relatives said.

A spokesman for the British Embassy in Rome said there were so far no UK nationals among the dead and injured.

She said: 'We are monitoring the situation as we are concerned that there may have been British victims in the cars that were hit, if not the coach. Our consulate in Naples has been checking with authorities on the ground and there are none so far.'

British Foreign Secretary William Hague has expressed his condolences to the families of those who lost their lives in the coach crash in Italy.

He said: 'On behalf of the British Government, I express my sincere condolences to the families and loved ones of all of those who lost their lives in yesterday?s tragic coach crash. Our thoughts are with them at this very difficult time.'

Despite being a relatively new corporate discipline, expectations for ERM value are already very high. A recent poll shows us why corporations are desperate for?ERM managers to be successful.

The poll, conducted by Harris Interactive of 23,000 corporate full-time employees within key industries and in key functional areas1?highlights some the challenges ERM is up against, namely, the inability of corporations to focus on and execute their highest priorities. Consider a few of their most stunning findings:

  • - Only 37% have a clear understanding of what their organization is trying to achieve and why.
  • - Only one in five was enthusiastic about their team's and organization's goals.

Getting an accurate pulse on strategic objectives is challenging, as these goals are cross-functional and effect oriented in nature, and as such are extremely useful for the board and senior executives, but are impossible to take action on without first breaking them down into root-cause, actionable, silo specific activities within an operational processes. This is where risk management plays a pivotal role.

To create value through ERM, organizations need to build a robust?risk taxonomy, which provides a holistic view of all information and relationships across the organization. The risk manager is responsible for setting the standards, practices and procedures for effective risk management and embedding them in all existing business processes. Formalized risk assessments allow risk managers to leverage existing activities in an objective, quantifiable, repeatable manner to show how risks and activities at the business process level are impacting business goals, along with the priority and importance of these risks, activities, and goals.

FDA warning might be cited in Afghan slayings case

SEATTLE (AP) -- A lawyer for an American soldier set to be sentenced for killing 16 Afghan civilians may cite a new Food and Drug Administration warning about the psychiatric side effects of an antimalarial drug used by U.S. troops.

On Monday, the FDA said mefloquine (MEF-loe-kwin) ? known as Lariam, its brand name ? can cause long-term neurological damage and serious psychiatric side effects.

Attorney John Henry Browne has said he has documents indicating his client, Staff Sgt. Robert Bales, took the drug while in Iraq, but medical records for his time in Afghanistan are incomplete.

Browne told The Seattle Times ( http://tinyurl.com/m4vqqtu ) the FDA warning was an interesting development.

"We're all over this," Browne said.

Bales pleaded guilty to the 2012 killings last month. A jury will decide in August whether the soldier is sentenced to life with or without the possibility of parole.

Army officials have not commented on whether Bales took mefloquine in Afghanistan, citing confidentiality laws that protect a patient's records.

An Army sanity board already has concluded Bales suffered from no serious mental diseases or defects at the time of the killings, and that he could understand the court-martial proceedings that led to a plea agreement earlier this year.

Bales, an Ohio native and father of two from Lake Tapps, Wash., slipped away from his remote southern Afghanistan outpost at Camp Belambay early on March 11, 2012, and attacked compounds in nearby villages.

Most of the victims were women and children, and some of the bodies were piled and burned. The slayings drew such angry protests that the U.S. temporarily stopped combat operations in Afghanistan.

INDIANAPOLIS (AP) ? An Indianapolis congregation on Sunday mourned the deaths of their youth pastor, his pregnant wife and another member who were killed when a church bus overturned with just a mile to go in a return trip from a Michigan summer camp.

Saturday's accident devastated members of Colonial Hills Baptist Church, who had been anticipating a joyful homecoming with the 37 people who were aboard the bus. Youth pastor Chad Phelps, his pregnant piano-teacher wife, Courtney Phelps, and chaperone Tonya Weindorf were killed, said deacon Jeff Leffew.

Dozens of people were injured in the crash, which happened near Interstate 465. On Sunday, six teenagers remained hospitalized, including one who was in critical condition.

Dennis Maurer, a 68-year-old congregation member who was driving the church-owned bus, told authorities that its brakes failed before it struck a raised concrete median and flipped on its side, Indianapolis police said.

The Phelpses, who were in their mid-20s, were expecting their second child, Leffew said. Chad Phelps was the son of the church's senior pastor and became its youth pastor late last year, he said.

"We're going to have a long road, but God is good," Leffew said at a Sunday news conference.

The couple's nearly 2-year-old child, Chase, was injured in the crash. He was treated and released from a hospital Saturday, IU Health spokeswoman Sally Winter said.

The bus had nearly completed its 365-mile journey from Camp CoBeAc, near Prudenville, Mich., when it overturned about a mile from the church, where parents were waiting to pick up their children who had just spent a week praying, zip-lining and playing basketball.

Weindorf, the 51-year-old chaperone who was killed, had five children, Leffew said.

"Tonya was at camp because she has a special-needs child who wanted to go, and she wanted to go and make it a good week, and according to her husband, it was a great week, and that's who Tonya was," said Leffew, who sent four of his own daughter to the camp.

Leffew, of Fishers, said only one of his daughters was on a second bus that pulled into the parking lot, and that he raced to the northern Indianapolis crash site. What he found was surreal ? clothing and other items strewn about and windows missing from the bus.

"You're just praying that it's not as bad as it looks," he said Saturday. His daughters escaped with bumps and bruises.

Troy Riggs, Indianapolis' public safety director, called the crash a "great tragedy."

"They were not that far from home. ... That only adds to the tragedy," Riggs said Saturday.

Duane Lloyd, who witnessed the crash, told WTHR that he saw the crash happen at about 4:15 p.m., which was about the time Chad Phelps tweeted that the group would arrive at the church.

"I heard a skid. I looked back. I see this bus in the air and people falling out of the bus," Lloyd said. "I could have gone my whole life without seeing that."

He said people approached and tried to help.

"People were literally trying to lift the bus," Lloyd said. "You just try to do what you can do."

Three of the six hospitalized teens, including the one in critical condition, were at IU Health Methodist Hospital, Winter said Sunday. The other three were at the Riley Hospital for Children at IU Health. Many of the patients had head, arm and leg injuries, fire officials said.

Leffew thanked rescue workers and good Samaritans who tried to help after the crash, as well as local churches and businesses that have offered their support.

"We are so grateful for that outpouring of love and care," he said Sunday.

Asia Markets: Japan stocks stumble again, with earnings on deck

HONG KONG (MarketWatch) ? Most Asian stocks retreated Monday, with Japanese equities skidding as a firm yen further dragged on the nation?s exporters, while Chinese shares lost ground amid economic worries.

Japan?s Nikkei Stock Average /quotes/zigman/5986735 JP:NIK -2.26% ?fell 2.3% to 13,810.04, dropping below the 14,000-point level for the first time since July 4 and looking set for a fourth straight day of losses. The benchmark had retreated 3% on Friday.

But Nomura Holdings Inc. /quotes/zigman/196701 JP:8604 -3.94% ? /quotes/zigman/296367/quotes/nls/nmr NMR -1.74% ?slid 3.9% in the downbeat market, even as the broker reported a sharp surge in quarterly profits from the year-ago period. The stock is still up more than 50% so far in 2013.

Meanwhile, official data released before the stock market?s open showed Japan?s retail sales climbed 1.6% in June from the year-ago month, though just short of forecasts.

Elsewhere in the region, the Shanghai Composite /quotes/zigman/1859015 CN:SHCOMP -1.57% fell 1.2%, after also dropping in the previous three days, and Hong Kong?s Hang Seng Index /quotes/zigman/2622475 HK:HSI -0.59% ?declined 0.5%.

The drop followed data from the National Bureau of Statistics over the weekend, showing that Chinese industrial profits rose 6.3% in June from the same month a year earlier. The increase compared with a 15.5% rise in profits in May, according to a Bloomberg report.

Cr?dit Agricole strategist Dariusz Kowalczyk said the slowdown in profits fits the picture of weakening momentum in the economy, but it may also prompt policy action to support the government?s targeted economic growth of 7.5% for 2013.

?The weaker the numbers now, the stronger the government?s response will be to revive growth,? Kowalczyk said.

The drop in Chinese equities also came after Beijing ordered China?s National Audit Office to conduct an urgent review of overall public debt.
